2 Focal Person – HIV Prevention
Job Purpose

The Prevention Focal Person will support NASCOP and NACC in scaling up population-based programming with all priority populations including Key and vulnerable populations (KVP) and adolescent and young people (AYP). The person will work closely with the Lead – HIV prevention in the project to coordinate with national, county government and other stakeholders, provide technical support and leadership in developing guidelines and SOPs for population based programmes, support development of strategies and strengthening engagement of the community in HIV prevention. The position will support national team to accomplish the national HIV prevention activities supported by GF and PEPFAR and ensure deliverables of the project in the cluster are met on time The position will also support scaling up populations based programming in countries where such programmes are not in existence. The position will be based at the project’s main office with significant travel to supported counties and sub counties

Key Responsibility
• Ensure increased coverage and uptake of HIV prevention services and achievement of the prevention goals, objectives and target of the country specially population based programmes;
• Support the NASCOP and NACC in implementation of the HIV prevention roadmap for 2021-2025 with special focus on key and vulnerable populations and adolescent and young people;
• Support the national programme and county programme to design and implement effective interventions with priority populations aligned to global and national guidelines
• Strengthen capacity of the county and the implementing partners to implement programmes with priority populations;
• Monitor implementation of high-impact interventions with priority populations at scale. Identify programmatic gaps and recommend innovations and strategies to address the gaps;
• Work with the Lead – HIV Prevention to design interventions to strengthen linkage of priority populations to appropriate HIV prevention services including condoms, HTS, MAT, NSP, PrEP and PEP;
• Support NASCOP and NACC to ensure the needs of priority populations are included in all prevention and treatment programme guidelines and standards;
• Support NASCOP and NACC SIRI team to develop data capturing and reporting tools for priority population programmes. Support monthly monitoring data use for identifying gaps and successes;
• Support capacity strengthening at the implementation level by ensuring microplanning tools are used for effective services at community and facility level;
• Work with the advocacy team at national level to ensure that structural barriers to accessing services for priority populations are addressed efficiently. Ensure that prevalence of violence, stigma and discrimination against priority population is reduced;
• Ensure that learning, best practices, evidence-based and relevant approaches are incorporated into HIV prevention services and scaled-up by implementing partners
• Provide mentoring and technical support through joint visits in implementation of technical guidance and strategies in priority counties;
• Support coordination of HIV prevention response by activating and facilitating regular meetings of national level coordination committees, including organizing county TWGs, COE and ensuring technical strategies and programme performance is discussed;
• Develop and support implementation of community mobilization and demand generation strategies to promote HIV prevention services;
• Support in design, implementation and replication of evidence-based innovations in close collaboration with the regional field officer in each of the counties;
• Support in design and implementation of priority population based survey and surveillance activities to measure programme outcomes and impact;
• Provide mentorship, capacity and supportive supervision to the field officers to understand programming with priority populations and achieve the project objectives and stay on track, ensure deliverables of the project in the clusters are met on time;
• Work closely with the Prevention Lead and assist in the design and implementation of work plans to achieve the project objectives and goal;
• Facilitate communication and the sharing of HIV prevention resources and best practices among field staff, partners and potential collaborators;
• Perform other duties as assigned.

Qualification and Experience
• Master’s in Public Health or social sciences or behavioural sciences;
• 10 years of relevant experience in HIV prevention programming in Kenya;
• At least 7 years of progressive experience working with priority populations especially key populations or adolescent and young people;
• A minimum of 3-5 years of experience in designing, implementing, managing, and monitoring direct programmes with priority populations;
• Experience of working collaboratively with national, county government and other stakeholders;
• Experience of using data to monitor and measure population-based programmes; and
• Previous experience in building capacity of program staff and other implementing partners;

Skills and Attributes
• Strong knowledge and familiarity with cutting-edge HIV programmatic strategies with priority population;
• In-depth knowledge of Kenyan health system, including governmental and non-governmental settings;
• Interpersonal skills and ability to work well with others, including developing and maintaining compatibility among program staff, priority populations led organizations and networks; health care workers, county and sub-county officials, consultants, sub-awardees, program beneficiaries, other stakeholders;
• Articulate and able to communicate in a clear, professional manner with clients and staff;
• High degree of proficiency communication, including presentation and training skills;
• Sensitivity to cultural differences and understanding of the social, political ethical issues surrounding HIV infections and population based programming;
• Demonstrated ability to work independently, manage a high-volume workflow, adhere to timelines with minimal supervision, as well as to lead and work collaboratively with others;
• Excellent computer skills (MS Word, Excel and PowerPoint) essential; and
• Fluent in written and spoken English and Kiswahili.
