JOB DETAILS:
Job Summary:
The Project Manager - ESACCC will manage, coordinate, and monitor project activities and relationships with partners and other project stakeholders to assist the achievement of the Eastern and Southern Africa Catholics Changing Care (ESACCC) activities, which are part of the Changing the Way we Care (CTWWC) initiative. His/her project management skills and knowledge of the program area will ensure delivery of high-quality programming.

Roles and Key Responsibilities:
• Lead technical, budget management, monitoring and reporting ESACCC activities throughout the phase one project cycle and facilitate transition to phase two scaleup in line with CTWWC program quality principles and standards, donor requirements, and good practices.
• In coordination with the KCCB and the CTWWC Kenya technical advisors, facilitate increased awareness and commitment to family care within the national Catholic Church structures across Kenya, including increased awareness and commitment as well as increased capacity to support transition to family care within select dioceses and CCIs (charitable childrens institutions),
• Facilitate holistic support for transition among participating Catholic CCIs from CTWWC Kenya team, including technical assistance on transition, family strengthening, reintegration and case management, and disability inclusion, as well as aspects of organizational transition/change and service transformation.
• Support accountability through coordinating project MEAL activities following MEAL Policy. Support ESACCC MEAL officer on monitoring the sensitization, champion building and training, transition of Catholic CCIs and the placement and tracking of children in family-based care, and feedback mechanisms.
• Work with KCCB project lead to facilitate documentation and sharing or use of learning, resource materials, case studies and exchange visits between bishops, diocesan leaders, CCI staff and supporters across Kenya.
• Along with CTWWC technical colleagues and KCCB colleagues, survey baseline knowledge, attitudes and practices among Catholic care stakeholders and document Kenya experience to ensure learning informs scaling by AMECEA’s7 additional members conferences
• Collaborate with AMECEA to develop a regional dissemination, communication and influence plan to share the learning and case studies from the KCCB engagement with its member conferences based on evidence of what learning is needed, what audiences and what methodologies will best influence.
• Oversee formation of a cadre of Catholic care reform champions and generate learning and resources with which to scale this work to other dioceses in Kenya.
• Collaborate with the CTWWC ILE Director to share learning and experiences from ESACCC with broader Catholic stakeholders, as appropriate, including the Vatican Dicastery for Promoting Integral Human Development, the Vatican COVID-19 Commission, Catholic Care for Children International, and the Jesuit Justice and Ecology Network Africa.
• In coordination with KCCB project lead, and CTWWC Kenya and HQ technical advisors, provide coaching and technical mentorship to Child protection leads to be hired by KCCB, demonstrating influence without direct supervisory authority.
• Engage regularly with KCCB and AMECEA, applying appropriate application of partnership concepts, tools and approaches.
• Represent CTWWC in forums with donors, Government of Kenya and other partners, care reform working groups, faith actors and regional bodies as needed
• Participate in CTWWC global learning and coordination, such as the CTWWC global monthly learning webinars, the monthly Kenya country call, and the Global ILE Team meetings
• Along with CTWWC Kenya Project Director, conduct periodic budget reviews and follow-up with partners on timely submission of financial reports to facilitate proper tracking of resource use.
• Identify staff capacity needs and technical assistance needs of KCCB and AMECEA and contribute to capacity strengthening and required interventions to support quality project implementation.
• Linking ESACCC activities to broader Catholic engagement efforts on care reform in Kenya and across ESA region, both within CTWWC and for larger care reform movement

Basic Qualifications
Education and Experience

• Master’s Degree in Sociology, Project Management, International Development or in a field of Social Science.
• Minimum of five years’ work experience in project management, ideally in the field of care reform, child protection or community health and preferably for an NGO.
• Good understanding of various GoK Social Protection Guidelines and Policies, Department of Children Services National Working Strategies/environment, ideally including awareness of the National Care Reform Strategy and the new Children’s Act
• Relevant grant management experience, especially for foundations and or other public donors.
• Experience working with faith-based stakeholders especially the Catholic Church at various levels – demonstrated awareness of the Catholic structures in Kenya
• Experience work in projects involving multiple partners
• Demonstrated partner capacity strengthening experience
• Ability to contribute to the development of technical proposals.
• Demonstrated commitment to respect, equity, diversity and inclusion including gender equality
• Experience analyzing data and contributing to evaluation reports and understanding of the importance of MEAL for project management

Knowledge, Skills and Abilities
• Critical thinking and creative problem-solving skills with ability to make sound judgment.
• Strong relationship management skills and the ability to work effectively with local stakeholders. Representation abilities.

Preferred Qualifications
• Relevant grant management experience, especially for USG or other public donors, a plus.
• Experience working with stakeholders at various levels and strengthening community partnerships.
• Ability to contribute to the development of technical proposals, a plus.
• Experience analyzing data and contributing to evaluation reports.
• Experience using MS Windows and MS Office packages (Excel, Word, PowerPoint).
