Background And Purpose Of The Assignment:
Malnutrition remains a serious threat to lasting human and economic development in Mozambique. Despite a significant increase in political will, capacity strengthening in food security and nutrition (FSN) overall and targeted investments for improved nutrition over the last 10 years, it is still estimated that almost 11 % of GDP is lost annually due to malnutrition (Cost of Hunger Study, 2017). Adding to this, Mozambique is increasingly suffering under the triple burden of malnutrition with overweight, underweight and micronutrient deficiencies co-existing in urban settings, while the former two prevail in rural settings. A closer look at the numbers reveals the scary reality – stunting was remained largely unchanged since 2011 with a prevalence of 38% amongst children under 5 (IOF 2019/20) – while anaemia affects 54% of women (DHS 2011) and 64% of children (IMASIDA, 2015).
In direct support of Government priorities and fully aligned to WFP’s Country Strategic Plans 2017-2021 and 2022-2026, WFP CO is implementing nutrition specific and nutrition-sensitive programmes.
Against this backdrop, the Nutrition Programme Associates (NPA’s) which are part of the Nutrition and HIV Unit of WFP Mozambique team and based in the field offices, in close collaborations with Provincial government and non-government counterparts, are responsible to manage, oversee, monitor and report for WFP Nutrition specific and sensitive programs and interventions, provide technical assistance to the design of policies and programs that directly impact nutrition in their respective provinces.provide effective specialized support and technical analyses to policy and programme activities that effectively meet the nutritional needs as part of WFP nutrition-specific and nutrition-sensitive programming.
The NPA’s should ensure alignment with national policies and strategies related to food and nutrition security, with WFP Country Strategic Plans and WFP Nutrition and HIV strategies.
Key Accountabilities (not all-inclusive)
• Assist and provide technical support in the design and development of new WFP nutrition specific and sensitive interventions or in the adaptation/re-design of existing WFP nutrition specific and sensitive interventions under the leadership and guidance of the Nutrition and HIV unit;
• Manage and oversee the implementation of various WFP nutrition specific and sensitive programs and interventions ensuring alignment with relevant national programme policies and guidelines and WFP’s policies, procedures and guidelines;
• Participate and contribute to provincial nutrition multisectorial meetings to plan annual activities and discuss and negotiate WFP’s support to nutrition;
• When relevant and possible, support the implementation of MoH nutrition interventions, such as the Pacote de Intervencoes de Nutricao (PIN) and the Nutrition Rehabilitation Programme by conducting a needs assessment to identify the support needed in the Province and Districts, coordinating WFP support with the relevant local Government and WFP CO Nutrition & HIV unit
• Lead the start-up of new WFP nutrition specific and sensitive interventions, including coordination and establishment of partnerships with local government and non-government organizations, identification of needs, and trainings;
• Conduct supervision and monitoring visits to nutrition specific and sensitive interventions, using appropriate tools for the effect;
• Compile and analyze project monitoring data and prepare project reports ensuring that projects adhere to corporate standards and quality control;
• Provide timely feedback on project/program progress, issues and challenges to the Head of Sub office and Nutrition and HIV units, and support in identifying and implementing solutions;
• Conduct regular meetings with Government counterparts and implementing partners to discuss project implementation progress, results, challenges, and agree on way forward; Support with the organization and implementation of any nutrition studies lead and guided by the CO Nutrition and HIV unit;
• Support in the design of SBCC materials and content to be implemented in projects in that Duty Station;
• Liaise with internal counterparts to support effective collaboration, implementation and monitoring of ongoing project activities.
• Coordinate and communicate with local partners, agencies, NGOs and government institutions to perform accurate nutrition security analyses and to ensure efficient delivery of nutrition assistance.
• Ensure synergies and complementarities between WFP nutrition programs and interventions and with other WFP programs or other counterparts programs and interventions;
• Support the capacity building of WFP staff, cooperating partners, and national government within the specific technical area of nutrition-specific and nutrition-sensitive.
• Act as a point of contact for resolution of a range of operational queries and problems within a specific technical area of responsibility.
• Oversee and/or review the work of other support staff, providing practical advice and guidance, to contribute to delivering objectives to agreed standards and deadlines.
• Follow standard emergency preparedness practices to ensure WFP can quickly respond and deploy needed resources to affected areas at the onset of the crisis.
• Support in identifying potential nutrition partners and service providers in the duty station
• Perform any other business as required by Nutrition and HIV unit.
Supervision:
The Nutrition Programme Assistant will be reporting to the Head of Field Office, while liaison with Nutrition and HIV team of the Country Office for technical and operational guidance.
Standard Minimum Qualifications
Education: Bachelor's Degree in Nutrition or Public Health.
Experience: Three years of experience in overseeing and managing nutrition programs. In providing technical input to policies, programs, intervention, and activities, conducting trainings
Language: Fluency in both oral and written communication in English and Portuguese.
Knowledge & Skills
• Demonstrates ability to identify key variables and contextual factors that affect food assistance problems and programmes throughout the lifecycle to inform quality programme design or re-design.
• Demonstrates ability to analyze and consolidate quantitative and qualitative information from different sources (e.g. environment assessments) to inform transfer modality selection and programme development
• Demonstrates the ability to interpret basic data in the context of WFP specialized fields to contribute to technical programme design, implementation and monitoring
• Displays capacity to provide inputs into the development, implementation, and realignment of high-quality emergency programmes.
