GEF Financing Agrochemical Reduction and Management (Farm) Consultant 

Qualifications/special skills

Academic Qualifications:

  • An advanced university degree in environmental or physical sciences, waste management, economics, international relations, or other relevant scientific or social sciences area.

Experience:

  • A minimum of 5 years of evaluation experience of projects in developing countries is required and familiarity with the GEF funding mechanism and experience of evaluating or working with at least 1 GEF project and Understanding of Minamata Convention and their requirements on mercury usage reduction for the signatory parties is an advantage.

Language: Fluency in written and oral English with strong writing and editing skills is required.

Qualifications/special skills

Academic Qualifications:

  •  Advanced university degree in civil/architectural is required. A graduate degree in construction management is an asset;

Experience:

  •  Minimum of five years of architectural/engineering work experience with a focus on management of building construction/renovation projects dealing with the knowledge of civil infrastructure as well as mechanical and electrical systems, plumbing, heating, ventilation and air conditioning (HVAC) is required;
  •  Knowledge of Greek building codes and regulations regarding civil building structures is required;
  •  Registration as "Professional Engineer" in Greece is required.

Language:

Work Experience

  • A minimum of five (5) years of progressively responsible experience in project or programme management, preferably in the context of environmental management, research and development or related area is required
  • Experience in GEF project life cycle including development, implementation and reporting is required.
  • Working knowledge of Enterprise Resource Planning (ERP) systems such as SAP and Integrated Planning Management and Reporting (IPMR) is required.
  • Experience in donor reporting is desirable.
  • 2 years or more of experience in data analytics or related area is desirable.

Finance and Budget Assistants

Responsibilities

Its mandate is to coordinate the development of environmental policy consensus by keeping the global environment under review and bringing emerging issues to the attention of governments and the international community for action.

The overall objective of the UNEP's Economy Division is to encourage decision makers in government, local authorities and industry to develop and adopt policies, strategies and practices and technologies that promote sustainable patterns of consumption and production, make efficient use of natural resources, ensure safe management of chemicals and contribute to making trade and environment policies mutually supportive. It promotes the development, use and transfer of policies, technologies, economic instruments, managerial practices and other tools that assist in environmentally sound decision making and the building of corresponding activities.

The Climate Change Mitigation Unit wishes to engage the services of 4 Finance and Budget Assistants for a period of 6 months to assist in the management of the portfolio. The Finance and Budget Assistants will work with other finance staff under the supervision of the Fund Management and Administrative Officers and assist in Project and Fund management of the Global Environment Facility (GEF) Climate Change Mitigation Portfolio

They will be responsible for the following: Budget and Finance

  •  Assists in the preparation and review of financial and human resource proposals/requirements. Consolidates budget/work programme with respect to Headquarters' budget, trust funds, grants and procurement;
  •  Monitors expenditures and compares with approved budget; prepares adjustments as necessary;
  •  Assists managers in the elaboration of resource requirements for budget submissions;
  •  Assists in preparation of budget performance submissions and finalization of budget performance reports, analysing variances between approved budgets and actual expenditures;
  •  Prepares or customizes financial reports from Umoja generated reports;
  •  Co-ordinates with other finance and budget staff on related issues during preparation of budget reports.

General Administration

  •  Drafts routine correspondence to respond to enquiries in respect to relevant administrative, financial audit, personnel matters;
  •  Coordinates extensively with service units and liaises frequently with internal team members

both at Headquarters and in the field;

  •  Performs other related administrative duties, as required (e.g., operational travel programme; monitoring accounts and payment to vendors and individual contractors for services; physical space planning; identification of office technology needs and maintenance of equipment, software and systems; organizing and coordinating seminars, conferences and translations);
  •  May be responsible for guiding and training new colleagues to the team.

Contract Administration

  •  Assists with day-to-day administration of contracts between the UN and external contractors for outsourced services;
  •  Audits the contractors' invoices against the goods and services provided by the contractor and approved by the UN;
  •  Processes the payment of contractors' invoices and monitor payments;
  •  Prepares and processes all UN forms and permissions for contractual and work Unit, Section or Service UN staff, including: UN grounds passes, property passes, UN parking permits, swipe-card access and door keys. Perform other relevant duties.

Qualifications/special skills

  • Academic Qualifications: A first-level university degree in the fields of Accounting, Finance, Commerce, Business Studies or related area.

Experience:

  •  A minimum of seven years work experience in the fields of Accounting, Finance or related area is required.
  •  Prior experience in the UN system and knowledge of UMOJA and other institutional applications is desirable.

A first level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.

Experience: -

  • A minimum of two years of progressively responsible experience in the field of environmental law/policy in Thailand is required. Experience in research and analytical report writing on legal and policy approaches to address environmental crimes (including wildlife crimes) and trafficking in waste is desirable.

Language: - English and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in oral and written Thai and English is required.
