The County Secretary will be the Head of the County Public Service and will be responsible for the following:
- Arranging the business, and keeping the minutes of the County Executive Committee subject to the directions of the Executive Committee
- Convey the decisions of the County Executive Committees to the appropriate persons or authorities.
- Establishing strong linkages between County department and external stakeholders.
- Establishing and developing collaboration with National Government ministries or departments, partners and other relevant stakeholders.
- Ensuring efficient management of resources.
- Interpreting, disseminating and overseeing the implementation of National and County Government policies.
- Co-ordinating and drafting briefs, policy, memoranda, ministerial position and concept papers.
- Coordinating County Government activities.

Requirements for Appointment
- Be a Kenyan citizen.
- Holds a degree from a recognized university in Kenya.
- Has at least ten (10) years relevant professional experience.
- Has at least five (5) years’ experience in a leadership position at senior management level in a public service or private sector organization; and meets the requirements of leadership and integrity as prescribed in Chapter 6 of the Constitution

Duties and Responsibilities
- He/She will be responsible to the respective County Executive Committee Member for the administration of a County Department. Specific duties include:
- Administration of a County Department;
- Formulation and implementation of programs to attain Vision 2030 and sector goals;
- Development and implementation of strategic plans and sector development plans;
- Implementation of policies and regulations;
- Providing strategic policy direction for effective service delivery;
- Ensuring compliance with the National Values and Principles of good governance as outlined in Articles 10 and 232 of the Constitution of Kenya;
- Ensuring effective and efficient utilization of the Department’s financial and nonfinancial resources including management, control and reporting on financial information, material resources and facilities;
- Building human resource capacity by developing and implementing human resource lans for the Department;
- Efficient and effective service delivery to the public; and
- Promoting the realization of County Integrated Development Plan (CIDP).
