REQUEST FOR PROPOSAL FOR GENDER ASSESMENT CONSULTANCY
Millennium Water Alliance with support of Swiss Development Corporation (SDC) seeks to contract a consultant to conduct a gender assessment to understand and generate information on the existing gender gaps, needs, constraints and opportunities of women and men (and girls and boys) in the program target areas of Garissa, Wajir, Isiolo, Turkana and Marsabit.
The goal is to have a deeper and enhanced understanding of how gender dynamics influence access, control and ownership to water and rangeland resources, and services. It will also identify inequalities in terms of power, resources and opportunities existing between men and women, with implications of any intervention to promote gender equality and related gender outcomes. The Assessment findings will then be used to inform the design and planning of a more gender sensitive and transformative program. .

Specifically, the assignment will seek to address the following key objectives:
Objective 1: Conduct gender assessment using a standard gender analysis toolkit (acceptable to and approved by key stakeholders).
• Asses the gender roles and division of labour of men and women in use, involvement, participation and management of Water and rangeland resources.
• Analyze existing gender constraints (physical, financial, knowledge) and opportunities towards achieving increased access to and control over sustainable Water services and improved rangeland management for women and girls.
• Assess the level of participation, representation, voice and leadership of women and men in water services and rangelands management and any inhibiting/ supporting gender and social norms
• Assess human resources competencies related to gender in water and rangelands management for MWA and its implementing agencies.
• Assess levels, needs and gaps in financial allocations and resourcing of gender activities within the program.
Objective 2: Effective integration of gender issues into the proposed Kenya RAPID phase 2 program.
• Identify the existing women’s and men’s differentiated needs, interests and incentives in terms of water and rangelands services.
• Develop transformative gender responsive interventions for Kenya RAPID phase 2, in line with the program theory of change, to respond better to the needs and interests of the target groups and ensure equity in terms of gender.
• Develop key gender indicators for each of the intervention areas and integrate into RAPID phase 2 monitoring plan. It is expected that the consultants will refer to and integrate some of SDC’s Aggregated Reference Indicators and Thematic Reference Indicators - ARI/TRI (gender, water) of the International Cooperation Strategy 2021-24 where feasible.
• Develop concrete recommendations for the program’s human resource gender capacity support, continuous development and financial allocations.
The consultant is expected to employ appropriate gender analysis tools to generate & analyze robust primary data and conduct desk reviews of the Kenya RAPID strategy documents and other relevant secondary data. The consultant will also conduct KIIs and FGDs with the stakeholders including beneficiaries, the donors, partners including County Government and program staffs among others. The analysis shall be carried out in a multi-disciplinary and thematic manner and cover relevant cross-cutting issues. The consultants will have to work in a consultative, inclusive and collaborative manner and will have to engage country partners and other stakeholders as deemed necessary. After the finalization of the gender analysis, a validation workshop will be held with Kenya RAPID stakeholders to finalize the gender analysis report and inclusion of key recommendations into RAPID phase 2 design documents.
The gender consultant will work closely with the Kenya RAPID phase 2 program design team to integrate gender recommendations lens into the program and their progressive actualization. This will include review of the impact logic and theory of change, deepening of the interventions and embedding of gender indictors into the program-monitoring framework.


The assignment is expected not to exceed ten (10) staff-days and will be executed in the months of April/May 2021. Eligible consultants must possess the following qualifications.
• The team leader must have post graduate qualifications in one or more of the following fields: Development Studies, Gender Studies and or other relevant social sciences with at least 8 years professional experience
• In depth understanding of gender sensitivity in Arid lands context
• Proof of experience in conducting rapid assessments in gender and support the sensitivity and inclusivity that such assessments demand.
• A proven track record of professional execution of previous gender specific consultancies and demonstrate capacity to deliver high quality outputs within a proposed and complex timeframe
• Excellent report writing, analytical, communication skills are essential
• Good interpersonal skills and ability to formulate shared position
• Knowledge and ability to use variety of online technologies to conduct interviews and surveys
