Background
The Frontier Counties Development Council (FCDC) is a regional bloc formed by the County Governments of Lamu, Tana River, Garissa, Wajir, Mandera, Marsabit, Isiolo, Turkana, Samburu, and West Pokot in the aftermath of devolution. The Council promotes cooperation, coordination, and information sharing between counties to enhance socio-economic development and promote peaceful co-existence among its members. It is also mandated to facilitate the review and integration of relevant policies, particularly those that directly affect frontier counties’ peace, security, and development, to ensure better collaboration among concerned agencies and authorities beyond frontier counties’ boundaries and jurisdictions. The Council has a Secretariat and offices based in Nairobi.
FCDC manages a number of donor-funded programmes, one of which is the Strengthening Livestock Sector in Arid and Semi-Arid Lands (ASAL) Counties Programme (LSS) funded by the Swiss Agency for Development and Cooperation (SDC). The LSS project aims to support FCDC counties to enhance livestock production by creating a favourable environment for livestock services delivery. The project focuses on improving key factors such as fodder production, animal health, and market development by strengthening institutions involved in the livestock sector to deliver relevant services more effectively and enhance intercountry coordination, peace, and cohesion.

The LSS programme objectives include;
• Options to enhance livestock sector productivity in Northern Kenya are identified and operationalized,
• The delivery capacity of county governments & institutions is strengthened and should result in improved policy development, planning, and service provision,
• Mechanisms that enhance intra and inter-county peace & cohesion are identified and promoted to contribute, addressing structural causes of conflict and mitigating immediate/ongoing conflicts.

LSS intervenes at the national, regional, and county levels to achieve the proposed objectives. At the national level, the project works with the Pastoralist Parliamentary Group (PPG) on the legislation and policy formulation touching on pastoralist communities to create a favourable environment for the delivery of livestock sector services. At the regional level, the project works with FCDC and builds on the work done by PPG. Partnerships and coordination between counties are enhanced to create synergies, develop joint policies and create a conducive environment for socio-economic growth. The project works with the County Departments of Agriculture, Livestock, and Fisheries (DALF) to strengthen Administrative & institutional management, technical support and enhance Inter-county collaboration at the county level.
Northern Kenya is overall regarded as a traditionally patriarchal society with minimal space for women in leadership, political participation and with few opportunities for women economic empowerment. Despite the acknowledgement of these gender gaps and disparities that need to be addressed in the FCDC Counties, the LSS programme document did not concretely engage with the gender topic and with no explicit attention given to women empowerment. Gender analysis has not been done during the programme design and implementation phases. However, gender reflections carried out with the support of the LSS technical advisor revised the log-frame and attempted to include gender-specific indicators.

Objectives and Scope
The overall objective of the study is to understand the existing gender gaps, needs, constraints and opportunities for women’s and men’s participation in FCDC Counties of Kenya. The assessment findings will be used in the implementation of the programme and will inform the design and planning of a more gender-sensitive and transformative implementation in the next phase of the programme.
The gender analysis is expected to provide information at the different levels of women and men and the youth (girls and boys) participation at micro (community), meso (institutions) and macro (policy) levels. At the community level, specific elaboration expected on how to identify their specific roles, relationships, resource ownership, needs and priorities relating to their context, and how to examine the extent to which cultural issues are key in the development programming. However, based on the LSS programme strategic focus and the use of the facilitation approach in the delivery of the set objectives, the gender study will majorly focus on the institutional and policy levels.
At the institutional level, the analysis is expected to address how Frontier Counties Development Council (FCDC), Sector Forum for Agriculture and Livestock (SFAL), Pastoralist Parliamentary Group (PPG) and the County Departments of Agriculture, Livestock and Fisheries (DALF), operate in terms of service provision and programme implementation. It will interrogate whether these institutions have gender policies and gender expertise within their teams and whether there is an equal treatment of men and women within these institutions and equal participation and voice in decision making while providing key recommendations on how to address these disparities. The gender analysis at the policy level is expected to look at how the policies are implemented and how they influence women and men engagement.
At the programmatic level, the consultant(s) are expected to look at options for mainstreaming of gender, integration of gender-disaggregated data, provide specific gender indicators for consideration in the programme results monitoring framework. To develop a transformative gender-responsive intervention for the next phase of the programme, in line with the theory of change and to respond better to the needs and interests of the target groups and ensure equity in terms of gender, the constultant(s) is expected to provide key gender indicators for each of the intervention areas and integrate into LSS phase II monitoring plan. The final report is also expected to provide concrete and actionable recommendations.

Suggested Questions
In line with the above-mentioned objective, the analysis should address the following non-exhaustive questions. The questions can be further refined during the inception phase.
• Which gender needs are context-specific in Northern Kenya FCDC Counties, especially among livestock keeping pastoralist and agro-pastoralist communities (e.g., cultural values, traditions, etc.)?
• Assess the gender roles and division of labour of men and women in use, involvement, participation in the livestock sector.
• Analyse existing gender constraints and opportunities in regards to access to and control over resources including land related to the pastoralist and agro-pastoralist women and men.
• How do women’s and men’s rights, opportunities and capacities to participate in and influence decision-making (in family, society, politics, economics, etc.) differ? What are the differences in regard to their participation and leadership opportunities? Assess the level of participation, representation, voice and leadership of women and men and any inhibiting / supporting gender and social norms.
• What is the impact of external factors on pastoralists and agro-pastoralists beyond their control on the gender roles – such as conflicts, droughts, flash floods, and other climate change-induced and environmental disasters?
• Do these external factors result in any change in the roles and decision-making processes of women and men in the production system?
• What are the specific gender needs that are directly linked to the LSS programme in relation to the contextual issues discussed in the questions above (1 and 2)?
• Do the existing or newly formulated policies supported by the LSS programme including animal health, livestock production, rangelands management and peace/cohesion have different implications for women and men? If so, how? Is the inclusion of women and men considered in the formulation of these policies?
• What are the existing institutional human resources competencies/policies both at the County DALF level and FCDC programme implementation team level related to gender?
• What are the current levels of competencies, gaps and needs within the teams?
• What are the institutional level financial allocations for addressing gaps and sensitivities around gender issues?
• Are there any funds specifically allocated at the County level DALF or FCDC for gender-specific initiatives such as capacity building on gender for the key stakeholders, specific activities to reinforce women/youth participation in the livestock sector productions, natural resources/rangelands management?
• What are some of the already existing good practices (if any) to mainstream gender in the FCDC?

Suggested Methodology
The gender analysis will be conducted in close collaboration with relevant stakeholders (FCDC, PPG, County Departments of Agriculture and Livestock and Swiss Cooperation Office in Nairobi). FCDC will directly manage and oversee the task.
The methodology will be guided by the objectives and the scope of the assessment while exhaustively addressing the key questions. The consultant is expected to employ appropriate gender analysis tools and;
• Conduct desk review of the FCDC and programme strategy documents and other relevant secondary data.
• Carry in-depth interviews to gather primary data from key stakeholders using a structured methodology; key informant interviews, focus group discussions with the stakeholders including beneficiary women and men, programme target institutions and other development partners, among others.
• Observations (field visits using a checklist to be developed by the consultants in collaboration with FCDC).

A detailed method of assessment should be outlined in the inception report before any field missions are carried out. The method of the study should be accompanied by a comprehensive Covid-19 mitigation strategy.
The field visits and face-to-face interviews will be dependent on how the Covid-19 pandemic situation evolves.

Qualifications and Experience of Consultant
The entire exercise shall be conducted either by a single consultant or a by a team of consultants, applying gender balance, fulfilling the following requirements:
• Eligible consultants must possess postgraduate qualifications in one or more of the following fields: Development Studies, Gender Studies and or other relevant social sciences with at least 8 years of professional experience.
• In-depth understanding of gender sensitivity in Arid lands context.
• Proof of experience in conducting assessments in gender.
• A proven track record of professional execution of previous consultancies and demonstrate a capacity to deliver high-quality outputs within a proposed timeframe.
• Excellent report writing, analytical, communication skills are essential.
• Good interpersonal skills and ability to formulate a shared position.

Timeline and Deliverables
The consultancy’s duration is 15 working days and shall be conducted within 6 weeks period, including inception and final reporting, dissemination, and field visits to select four Counties. The allocation of working days to inception, desk review, interviews, report writing will be agreed on the basis of the inception report.

The following products are expected from the study:
• Gender analysis approach paper and a work plan (inception report) to be developed by the consultant(s), approved by FCDC and a briefing session held before the start of the mission. The inception report should describe key stages of the study, provide a timeline and establish clear roles and responsibilities of the process.
• A gender analysis report (max. 25 pages, excl. the executive summary and annexes) with an analytical review and concrete recommendations. The report should take into consideration the guiding questions and respond to the SDC gender analysis guidelines.
• Presentation of the outcome of the study to FCDC before the final reports are produced.
• Presentation of the outcomes to the programme key partners (to be agreed upon).

Logistics
FCDC will organize for the provision of transport for field trips and mobilization of key stakeholders/partners and communities. The consultants will be reimbursed for expenses on accommodation and meals.
