Job specifications
Duties and responsibilities at this level will include but not limited to:
• Formulating, implementing, and reviewing the Authority’s policies, plans and ICT strategies;
• Reassessing and redefining the Authority’s wide standards in hardware, software and ICT services;
• Coordinating systems development;
• Undertaking feasibility studies for ICT Projects
• Preparing progress report of the systems development;
• Evaluating systems and ensuring adherence to established ICT Standards;
• Planning, monitoring and evaluating program/activities within an Information Communication Technology;
• Liaising with user departments to ensure effective maintenance of Information Communication Technology equipment;
• Evaluating hardware maintenance feasibility studies and detailed specifications before implementation.
• Coordinating the implementation of the department’s strategic plan and realization of its objectives;
• Overseeing the implementation of performance appraisal systems and contracts;
• Ensuring accountability and prudent management of resources and assets and
• Ensuring compliance with principles and values of good governance, transparency, accountability, ethics and integrity.
• Training, Developing, supervising & appraising staff in the department

Requirements for appointment
For appointment to this grade a candidate must have; -
• Master’s degree in any of the following disciplines: - Information Technology (IT), Computer Science, Mathematics, Statistics, Physics, or any other ICT related discipline with a bias in Information Communication Technology from a recognized Institution;
• Bachelor’s degree in any of the following disciplines: - Information Technology (IT), Computer Science, Mathematics, Statistics, Physics, or any other ICT related discipline with a bias in Information Communication Technology from a recognized Institution;
• Certificate in any of the following field: - MCSE/MCITP (Microsoft Certified Systems Engineer/ Microsoft Certified IT Professional) or CCNA/ N+ (Cisco Certified Network Associate/Network+);
• A minimum period of twelve (12) years in relevant work experience and at least four (4) years in a management role in the Public Service or Private Sector;
• Leadership course lasting not less than four (4) weeks from a recognized institution;
• Good Communication skills
• Shown merit and ability as reflected in work performance and results.
• Fulfilled the requirements of chapter six of the Constitution.
