Consultancy for the CAAC programme Mapping and Harmonization Exercise of all Child

Objectives of the Consultancy
The main objective of the consultancy will be to carry out a mapping study of all child protection training program across the Sub-Saharan Africa to the inform the development and adaptation of harmonised training curricula and modules to be used.
The specific objectives of the exercise will be to:
1. Identify and catalogue the range of CP (including such as Positive Discipline etc), (Civil Military relations (CivMil), Child Protection in Emergencies (CPiE) including Child Participation training programs available, targets, duration, frequency, delivery mechanisms, training resources, coaching, and mentoring services.
2. Present a clear picture of the gaps in the existing CP training programs above.
3. Evaluate these programs, and provide recommendations for curricula adaptation.
4. Identify areas where the program can contribute to that can support the CP training program's harmonization.
5. Assess national, regional, and global online portals and digital training platforms and technologies available that is relevant and adaptable and provide recommendations on 1) how to adapt such platforms to the local context, 2) how to integrate within existing platforms (if any), 3) the need for a new platform (if deemed necessary).
6. Assess how conflict sensitive, gender-responsive and transformative are these programs

Competencies
This consultancy is open to both individuals and consultancy firms who meet the following criteria:
− Advanced University degree in Social Sciences, Development Studies, International Development, Law or related area;
− Demonstrated experience in carrying out research and/or similar assessments;
− Demonstrated knowledge and understanding of child rights and child protection approaches in armed conflict contexts;
− Capacity to gather and critically analyze information;
− Ability to travel within the East and Southern Africa and West and Central Africa region.
− Experience of carrying program and organizational assessments, audits and reviews.
− Experience of participatory research methodologies.
− Demonstrated track record of delivering high quality written outputs on time in a consultancy environment;
− Demonstrated experience in programme reviews;
− Demonstrated analytical and conceptual ability, good communication and facilitation skills;
− Excellent writing skills in both English and French;
− Demonstrated ability to work independently and deliver on time.

The consultant will be commissioned by SC ESARO PCIC and will through the course of this assignment work with the team to the successful completion of this assignment.

Renumeration
Daily rates will be determined after discussions with the consultant. SC ESARO will cover for the consultant’s air tickets on economy class to relevant field sites, accommodation and meals plus airport transfers in the field. All other costs shall be borne directly by the consultant. Remuneration/payments will be based on submission of deliverables as per agreed schedules. Taxation laws for Kenya will apply on the overall consultancy fee.

Ethics, Safeguarding and Code of Conduct
As the consultant firm or consultant will be working on behalf of Save the Children they will be required to sign and adhere to the Child Safeguarding Policy and ethical guidelines.
