Job Description

PATH's Advocacy and Public Policy (APP) department works to improve the health of women and children by strengthening policies and financing impacting their well-being, including support for research and development. We work with policymakers, coalitions, and other influential stakeholders to drive change at the global, national, and subnational levels.
PATH is currently recruiting an Advocacy and Policy Officer to provide coordination and technical support to advocacy capacity strengthening, learning and gender integration work that includes tools development, trainings and advocacy strategy development workshops, documentation and learning events. The role will also provide coordination support to APP’s engagements with internal and external partners on collaborative advocacy and learning initiatives.
Working closely with the Regional Advocacy and Policy Advisor, the officer will support teams to design and implement advocacy capacity building plans and learning agendas and produce high quality documentations including concept notes, case studies and learning papers targeting civil society advocates, policymakers or decision-makers. The position will support APP’s regional and global workstreams focusing on PHC, maternal, newborn, child health (MNCH), immunization, research and development, and other areas led by PATH programs.
The Policy and Advocacy Officer will report to the Regional Advocacy and Policy Advisor and will work closely with the Co-Project Director, Advocacy and Public Policy based in Nairobi, Kenya.

Responsibilities:
• Provide planning and coordination support to PATH’s learning and capacity strengthening team in the development, adaptation, dissemination and application of advocacy tools, frameworks and learning resources, to strengthen advocacy capacity of PATH teams and partners.
• Support the delivery of advocacy strategy development trainings and mentorship and other activities related to strengthening the advocacy capacity of PATH programs and partners
• Work closely with the Regional Policy and Advocacy Advisor and Regional Gender Advisor, to provide support for gender integration across advocacy work at country, regional and global levels, including coordinating opportunities for cross learning.
• Liaise closely with the Regional Policy and Advocacy Advisor and the Regional Communications Officer to facilitate shared learning, documentation and knowledge management related to advocacy across country teams within the APP program and the Africa Region.
• Lead continuous landscaping and updating of key partners and platforms database to inform engagement decisions and strategies for collaborative advocacy and learning initiatives across APP’s regional and global R&D, PHC, MNCH and Immunization advocacy work.
• Provide project management support to learning events and conferences, in coordination with workstream leads and APP communications team. This will include drafting concept notes, event briefs, program, engaging partners and speakers, planning for reporting and supervising other staff supporting logistical elements.
• In coordination with Regional Policy and Advocacy Advisor and Senior Advocacy and Policy Associate, support collation and synthesis of quarterly learnings across APP’s workstreams to inform advocacy planning and reporting.
• Support reporting and M&E for the learning and capacity strengthening workstream

Required Skills
• Strong understanding of the public health sector and global health, particularly related to policy development and implementation, including financing
• Demonstrated experience developing and implementing policy and advocacy strategies to achieve health-related outcomes in African countries. Experience providing technical assistance to advocacy projects in multiple countries desired
• Experience designing, coordinating and conducting workshops and learning events for global health or development that target policymakers, civil society, advocacy partners, academic institutions, regional institutions in the Africa region
• Demonstrated experience developing and adapting high-quality tools and templates for advocates, such as strategy frameworks, policy and financing analysis tools, and topical briefing materials
• Ability to conduct analyses, landscaping and synthesize information for use by teams
• Ability to work across geographies and teams within APP and other teams partnering with the advocacy department
• Proven project management skills – including ability to manage short term and urgent projects including events, workshops and documentation, with minimum supervision.
• Ability to represent PATH/APP in meetings with internal and external partners whenever that’s required
• Understanding of gender issues in global health and gender integration strategies
• Self-initiator, able to work in team environment with minimal supervision
• Flexible and adaptable to changing priorities, and unpredictable stakeholder expectations

Required Experience
• Master's degree in public health, public policy, international development, or related field.
• Minimum of 7 years of relevant experience in public health policy and advocacy related work and capacity building.
• Fluent in written and spoken English. French as additional language a plus
